T5 Random Citizen Generator
Generate a number of random citizens.
Age parameter, starting at age 18, is used to determine when to end citizen life,
which may prematurely end due to failing a citizen life term or death.
Generated characters may be older than the age parameter due to the generator
not stopping immediately when in the middle of a citizen life term.
By default, retirement automatically occurs around age 66.
